| Request to approve a Disqualification Plan regarding employees in the Bureau of Criminal
Investigation at the Louisiana State Police. |

Robert "Bo" Lummus has been assigned as the Lieutenant
Colonel over the Bureau of Criminal Investigation at the Louisiana State Police
Department ("LSP") since July 14, 2025. He was first hired at LSP on April 11,
2008. In October 20, 2024, Tyler Lummus, the son of Robert Lummus, was hired by
LSP and assigned to patrol in Troop G. On March 16, 2026, Tyler Lummus was
transferred to Region 3, of Bureau of Criminal Investigations ("CID Region 3").
Robert Lummus was not
involved in the transfer decision of his son. The recommendation for a transfer
was made by Captain Jay Donaldson, CID Region 3 Commander. Colonel Robert
Hodges approved the recommendation.
Col.
Lummus has submitted a disqualification plan and has been acting in accordance
with the plan and has not been involved in his son's employment. The disqualification
plan states that Lt. Colonel Robert Lummus will be disqualified from any and
all appointing authority or direct supervisory duties regarding the employment
if Trooper Tyler Lummus. Any and all duties, decisions, and/or approvals typically
executed by Lt. Colonel Robert Lummus will be the responsibility of Lt. Colonel
Frank Besson, Chief of Staff.

La.
R.S. 42:1119A provides that no member of
the immediate family of an agency head shall be employed in his agency.
La. R.S. 42:1119C(2) provides that the provisions of this Section
shall not prohibit the continued employment of any public employee nor shall it
be construed to hinder, alter, or in any way affect normal promotional
advancements for such public employee where a member of public employee's
immediate family becomes the agency head of such public employee's agency,
provided that such public
employee has been employed in the agency for a period of at least one year
prior to the member of the public employee's immediate family becoming the
agency head.
La. R.S. 42:1161A provides that every agency head shall file
confidential reports with the board or panel on any matters that come to his
attention which he believes may constitute a violation of this Chapter which is
within the board or panel's jurisdiction.
