| Request to approve the proposed disqualification plan from the Richland Parish Sheriff's Office regarding the employment of Chief Deputy Jerry Spencer, Jr., his son, and his son-in-law. |

Jerry Spencer, Jr., has been employed with the Richland Parish Sheriff's Office since July 29, 2019, and currently serves as chief deputy. His son, Jerry "Trey" Spencer, III, has been employed with the Richland Parish Sheriff's Office since October 18, 2024, and currently serves as a patrol sergeant. His son-in-law, Jakob Stansbury, has been employed with the Richland Parish Sheriff's Office since September 12, 2019, and currently serves as a patrol sergeant as well. To avoid any potential violation of La. R.S. 42:1112B(1), the Richland Parish Sheriff's Office submits the following proposed disqualification plan for approval by the Board in accordance with La. R.S. 42:1112C.
Proposed Disqualification Plan
Chief Deputy Spencer shall be disqualified and excluded from any and all matters involving the employment of his son, Sgt. Spencer, and his son-in-law, Sgt. Standbury, with the Richland Parish Sheriff's Office as follows:
- any decisions or recommendations regarding pay increases or salary, which have been and will continue to be made solely by the Sheriff;
- any decisions or recommendations regarding promotions, which have been and will continue to be made solely by the Sheriff;
- any assignments or approvals of work, which are the responsibility of the Patrol Lieutenant or Patrol Captain;
- any participation in their performance evaluations, which are the responsibility of the Patrol Lieutenant or Patrol Captain;
- any participation in disciplinary matters or issues that may require disciplinary action, which the Patrol Lieutenant or Patrol Deputy will investigate and report to the Sheriff, who will determine any action to be taken; and
- any approval of leave requests, which is the responsibility of the Patrol Lieutenant or Patrol Captain.

La. R.S. 42:1112B(1) provides that no public servant shall participate in a transaction involving the governmental entity in which, to his actual knowledge, any member of his immediate family has a substantial economic interest.
La. R.S. 42:1112C allows a disqualification plan to be developed in accordance with rules adopted by the Board to remove a public servant from participating in transactions that would otherwise present violations of Section 1112 of the Code.
