Affidavit received from Conor Kelly, Counsel to Institute for Justice, requesting a waiver regarding late fees assessed to Laura Kelly for past due reports for 2025. Mr. Kelly states, the 2025 reports were not timely filed due to unforeseen staffing circumstances within his office. The staff member responsible for preparing and submitting lobbying reports became suddenly ill requiring bypass surgery and was unable to perform the duties. The staff member did not return to work and is now retired on disability. As a result, his office experienced an unexpected and severe disruption and was required to reassign responsibilities and bring other personnel up to speed regarding pending lobbying filings and requirements.
