Brian Daku writes to respectfully appeal the late filing penalty assessed in connection with the expenditure report due on June 25, 2026 for Royce Rials and states that it was determined the individual was out of scope for the expenditure report based on their activities. Mr. Daku states they reached out to our agency on June 26, 2026 one day after the reporting deadline to explain the circumstances and request guidance and did not receive a response from our agency until July 2, 2026. The registration was terminated and the May report was finalized.
Lobbying Staff Notes: An expenditure report reminder email is sent mid month. A failure to file email is sent the morning after the deadline. It is the lobbyist's responsibility to finalize timely. On July 2, 2026, lobbying staff received an email from Brian Daku and responded to him requesting the Mr. Woody Rials, the registered lobbyist, to contact our agency.
