Untimely Request that the Board waive a $480 campaign finance late fee assessed against Jim Morgan, an unsuccessful candidate for Mayor, City of St. George, East Baton Rouge Parish, in the March 29, 2025 election, whose 2025 Supplemental campaign finance disclosure report was filed 11 days late.
Facts:
Jim Morgan requests a waiver and states the following: Medical issues resulted in the late filing and untimely request, and he is in the process of closing the campaign account. Mr. Morgan would like to thank you for your consideration of this matter and requests a waiver of the assessed late fee.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.

LAC 52:1205B(2) states that if, during the 14 days prior to the report being due, a serious medical condition, in the considered judgment of the staff, prevented the filer or person regularly responsible from making the report, the fine shall be rescinded

Recommendations:
Consider untimely waiver request; suspend all but $200 based on future compliance.
