Advisory opinion that a former professor at LSU Health Sciences Center in Shreveport, who was the Director of the Center’s Innovative North Louisiana Experimental Therapeutics (INLET) program, or the company of which he is president, would not be prohibited by the Louisiana Code of Governmental Ethics from funding research through a sponsored research agreement (SRA) with the Center/INLET, entering into licensing contracts with the Office of Sponsored Programs and Technology Transfer (OSPTT), or serving as an uncompensated advisor for K94 Discoveries, as he will not be conducting research that will be funded by SRAs with the Center/INLET and he will not be compensated for advising K94 Discoveries regarding its SRA with INLET.

for K94 Discoveries, which is funding research, via an SRA activated in October of 2015, <br /> that is being performed by INLET to further develop one of its proprietary products. <br /> The Board concluded, and instructed me to inform you, that the Code of Governmental <br /> Ethics would not prohibit you or Segue Therapeutics, <br /> nding <br /> through an SRA with the'Center/INLET, entering into licensing contracts w with researchOSTT, <br /> or serving as an uncompensated advisor for K94 Discoveries. La. R.S. 42:1121 BO <br /> prohibits a former public employee, for a period of two years following the terminatio <br /> of his public employment, from assisting another person, for compensationi a <br /> a <br /> transaction, or in an appearance in connection with a transaction in which he participated <br /> at any time during his public employment and involving his former governmental entity, <br /> or for a period of two years following termination of his public employment, from <br /> rendering any service which he had rendered to the agency during the term of his public <br /> employment on a contractual basis, regardless of the parties to the contract, to, for or on <br /> behalf of his former agency. You will not be conducting the research that will be funded <br /> by SRAs with the Center/INLET. Moreover, legal counsel will negotiate the SRAs <br /> with <br /> the Center and licensing contracts with OPSTT, on behalf of Segue Therapeutics, LLC <br /> Finally, you will not be compensated for advising K94 Discoveries regarding its SRA <br /> with INLET: Therefore, it would not present a violation of La. R.S. 42:1121B(1), ifou <br /> or Segue Therapeutics, LLC, funds research through an SRA with the Center/INLET,enters into licensing contracts with OPSTT, or serves as an uncompensated advisor for <br /> K94 Discoveries. <br /> This advisory opinion is based solely on the facts as set forth herein. Changes to the facts <br /> as presented may result in a different application of the provisions of the Code of <br /> Governmental Ethics. The Board issues no opinion as to past conduct or as to laws other <br /> than the Code of Governmental Ethics.
