LOUISIANA BOARD OF ETHICS <br /> IN THE MATTER OF MELVIN ALFRED CONSENT ORDER NO.: 2013-686 <br /> The Louisiana Board of Ethics("the Board"),after conducting a confidential investigation, <br /> pursuant to La. R.S. 42:1141 now makes the following findings: <br /> I. FACTS: <br /> 1. <br /> Eddie B. Alfred, Sr.,was an Alderman for the Village of Fenton in Jefferson Davis Parish. <br /> He was first elected on October 1, 1988, and served consecutively until 2013 when he was not re- <br /> elected. <br /> 2. <br /> Melvin Alfred, Sr., is the brother of Eddie B. Alfred, Sr. <br /> 3. <br /> Melvin Alfred does business as the owner and sole proprietor of Melvin Alfred, Sr., <br /> Construction. Melvin Alfred, Sr., Construction is not incorporated as a business entity with the <br /> Louisiana Secretary of State. <br /> 4. <br /> In January of 2011,the Village of Fenton advertised for bids to construct a heliport for the <br /> Village. Melvin Alfred, Sr., d/b/a Melvin Alfred, Sr., Construction, submitted a bid dated May 3, <br /> 2011,to complete the project for the amount of$4,541.00. <br /> 5. <br /> Based upon Melvin Alfred,Sr.,d/b/a Melvin Alfred,Sr.,Construction,providing the lowest <br /> bid,the Village of Fenton awarded Melvin Alfred, Sr.,the contract to construct the village heliport. <br /> 6. <br /> Melvin Alfred, Sr., d/b/a Melvin Alfred, Sr., Construction, completed work on the Village <br /> of Fenton heliport in June of 2011. On June 20, 2011, the Village of Fenton issued a $5,279.00 <br /> check to Melvin Alfred, Sr., Construction, for the work performed on the heliport. <br /> Page 1 of 6 <br />
