14. <br /> As evidenced by the signature below, Mr. Melvin Alfred, Sr., d/b/a Melvin Alfred, Sr., <br /> Construction, knowingly, intentionally, and of his own free will (a) agrees that the charges are <br /> factually supported by the stated facts herein, (b) agrees that he violated La.
