In particular, you <br /> asked about your ability to perform future remediation and clean-up work involving gas sta- <br /> tion sites at which you were never assigned to work. <br /> You stated that you were employed by the DEQ as an Environmental Scientist in the Un- <br /> derground Storage Tank and Remediation Division. You stated you terminated your em- <br /> ployment in November of 2016. As part of your duties, you inspected approximately 20 to <br /> 25 gas station sites per year in the northeast region for compliance with applicable Louisiana <br /> Underground Storage Tank regulations. You also served as a team leader of individual reme- <br /> diation sites where you reviewed reports submitted by contractors for remediation work they <br /> performed on the site and conducted final monitoring inspections before the site was closed. <br /> You stated that you reported to a regional supervisor and did not supervise other DEQ em- <br /> ployees. <br /> The Board concluded, and instructed me to inform you, that generally, La. R.S. 42:1121B(1) <br /> of the Code of Governmental Ethics ("Code") provides: <br /> No former public employee shall, for a period of two years following the ter- <br /> mination of his public employment, assist another person, for compensation, <br /> in a transaction, or in an appearance in connection with a transaction in which <br /> such former public employee participated at any time during his public em- <br /> ployment and involving the governmental entity by which he was formerly <br /> employed, or for a period of two years following termination of his public <br /> employment, render, any service which such former public employee had ren- <br /> dered to the agency during the term of his public employment on a contractu- <br /> al basis, regardless of the parties to the contract, to, for, or on behalf of the <br /> agency with which he was formerly employed. <br /> AN EQUAL OPPORTUNITY EMPLOYER <br />
