Ethics Board Docket No. 2021-139 <br /> Page 4 of 11 <br /> with the Department of Information Services; (2) a Professional Services Agreement with the <br /> Department of Environmental Sciences; (3) a Contract for Professional Services with the Baton <br /> Rouge Metropolitan Airport; and, (4) contracts with the Public Office of Business Operations. <br /> 8. <br /> From January 14, 2021 through July 7,2021, after Mr. Gaudet assumed his Metro Council <br /> Office, Emergent Method issued 13 invoices to the City-Parish with regard to the aforementioned <br /> contracts in an amount totaling $139,324.25. From January 19, 2021 through July 9, 2021, the <br /> City-Parish issued checks to Emergent Method in the amount of$143,323.76 in payment of the <br /> invoices. <br /> 9. <br /> Following Mr. Gaudet's election to the Metro Council, but prior to him taking office, <br /> Emergent Method engaged legal counsel to develop and adopt a Public Service Conflict of Interest <br /> Policy, in an attempt to comply with the Ethics Code. <br /> 10. <br /> If called to testify, Nicklos, Speyrer, President of Emergent Method, would state that he <br /> understood that Mr. Gaudet consulted with his own legal counsel, legal counsel for the City of <br /> Baton Rouge/Parish of East Baton Rouge government, and representatives of the BOE regarding <br /> his employment with Emergent Method while serving on the Metro Council. Mr. Speyrer would <br /> further testify that Mr. Gaudet represented to Emergent Method that he understood that there would <br /> be no violation of the Ethics Code associated with his employment with Emergent Method while <br /> serving on the Metro Council, and that he did not need to seek an advisory opinion from the BOE. <br /> Mr. Speyrer would further testify that he later learned that Mr. Gaudet's representations to <br /> Emergent Method were inaccurate. <br />
