Ethics Board Docket No. 2022-239 <br /> Page 3 of 8 <br /> 4. <br /> Dr. Frederic Ryan Gonzales is the manager and sole member of G226, LLC, a Louisiana <br /> limited liability company ("G226"). On February 4, 2019, G226 purchased and acquired a 29.5% <br /> membership interest in Block 49. <br /> 5. <br /> At the October 8, 2019 meeting of the City Council, Carlee White Gonzales voted to <br /> approve Resolution No. 19-1008-01,which included renewal of the alcohol permit issued to Block <br /> 49 for the calendar year 2020. After Resolution No. 1-1008-01 was approved by a majority vote <br /> of the City Council,Carlee White Gonzales,in her capacity as President of the City Council,signed <br /> Resolution No. 19-1008-01. <br /> 6. <br /> At the October 13, 2020 meeting of the City Council, Carlee White Gonzales abstained <br /> from voting to approve Resolution No. 20-1013-04,which included renewal of the alcohol permit <br /> issued to Block 49 for the calendar year 2021. After Resolution No. 20-1013-04 was approved by <br /> a majority vote of the City Council, Carlee White Gonzales, in her capacity as President of the <br /> City Council, signed Resolution No. 20-1013-04. <br /> IV. <br /> PROVISIONS OF LAW: <br /> 1. <br /> Section 1112B(l) of the Ethics Code provides no public servant shall participate in a <br /> transaction involving the governmental entity in which, to his actual knowledge, any member of <br /> his immediate family has a substantial economic interest.
