Ethics Board Docket No. 2022-209 <br /> Page 2 of 9 <br /> II. <br /> JURISDICTION: <br /> 1. <br /> The BOE is an agency of the State of Louisiana domiciled in East Baton Rouge Parish, <br /> Louisiana. <br /> 2. <br /> The BOE is authorized to offer a Consent Opinion to Fernest Martin by virtue of Section <br /> 1141(C)(3)(f) of the Ethics Code. <br /> III. <br /> FINDINGS OF FACT: <br /> 3. <br /> The city marshal is the executive officer of the city court and is responsible for executing <br /> the orders and mandates of the city court. The city marshal has the same powers and authority of <br /> a sheriff in executing the orders of the city court, in making arrests and preserving peace. La. R.S. <br /> 13:18179, et. seq. <br /> 4. <br /> Fernest Martin is presently employed as City Marshal, City Court, City of Jeanerette, <br /> Parish of Iberia. He was first elected on October 4, 2008, and subsequently elected on November <br /> 4, 2014, and November 3, 2020. His current term expires on December 31, 2026. <br /> 5. <br /> Fernest Martin's duties and responsibilities as Jeanerette City Marshal required him to <br /> follow the Jeanerette Marshal's Policies and Procedures Manual. <br />
