If this matter proceeded to a public hearing before the Ethics Adjudicatory Board("EAB"), <br /> and the EAB found a violation of the Code of Governmental Ethics, the EAB could impose a fine <br /> of$10,000 for each violation of the Code. In this particular situation, it is the conclusion of the <br /> Board that the interest of the public would be served by, and the parties have agreed to, resolving <br /> this matter amicably through the publication of this Consent Opinion with the imposition of a civil <br /> penalty in the amount of five-hundred dollars ($500) against Terry Campbell. <br /> ORDER <br /> For the foregoing reasons: <br /> IT IS ORDERED that Terry Campbell, in his capacity as the executive director of the <br /> LPHA violated La. R.S. 42:1112B, by virtue of participating in transactions involving the Lake <br /> Providence Housing Authority(LPHA) in which his brother in law, George Carraway, had a <br /> substantial economic interest, by signing checks on behalf of LPHA made payable to his brother <br /> in law, George Carraway, for the repair of property regulated by LPHA. <br /> IT IS FURTHER ORDERED that the $500 civil penalty be and is here payable in six (6) <br /> equal monthly installments of $75 and one (1) monthly installment of $50, as set forth below. <br /> Failure to remit an installment payment on or below the due date results in all remaining <br /> installment payments becoming due and oweing immediately, installment payments shall be <br /> remitted as follows: <br /> May 1, 2023 $75 <br /> June 1, 2023 $75 <br /> July 1, 2023 $75 <br /> Page 6 of 9 <br />
