Ethics Board Docket No.2022-695 <br /> Page 2 of 8 <br /> The BOE is an agency of the State of Louisiana domiciled in East Baton Rouge Parish, <br /> Louisiana. <br /> 2. <br /> The BOE is authorized to offer a Consent Opinion to Deanna McGee Carter by virtue of <br /> Section 1141C(3)(f) of the Ethics Code. <br /> III. <br /> FINDINGS OF FACT: <br /> 3. <br /> Deanna McGee Carter("Ms. Carter")was hired on January 28, 2016, as an assistant clerk <br /> for the Village of North Hodge ("Village"). On January 28, 2019,the Village Board of Aldermen <br /> appointed her Clerk. All at relevant times, she was a part-time employee who worked between <br /> 28 and 32 hours a week. <br /> 4. <br /> The clerk's job duties included handling accounts payables and accounts receivable; she <br /> also managed utility billing records and finances. At all relevant times, Ms. Carter's duties as <br /> clerk included processing water-sewer utility payments and payments made on citations issued <br /> by the Village Police Department. <br /> 5. <br /> Kathy Robertson, who served as the Village mayor at all relevant times, signed an <br /> agreement ("Agreement") dated March 1, 2018, which authorized Ms. Carter to establish a <br />
