Ethics Board Docket No.2022-695 <br /> Page 4 of 8 <br /> began depositing all collections in the Utility Fund account. From that account, she would <br /> transfer citation collections to the General Fund account. <br /> 10. <br /> The Village charged payors a fee of 8 percent per transaction to process citation <br /> payments, and 5 percent per transaction to process water and sewer bill payments. PayPal also <br /> collected a fee on each transaction. From 2019-August 2, 2021, PayPal charged a standard <br /> transaction fee of 2.9 percent per transaction, plus a fixed fee of 30 cents. On August 2, 2021, <br /> PayPal increased the standard transaction fee to 3.49 percent per transaction, plus a fixed fee of <br /> 49 cents. PayPal applied the calculation to the total payment submitted, which in nearly all cases <br /> meant the amount the payor owed either on the citation or water-sewer bill, plus the Village fee, <br /> which the Village referred to as the "Customer Cost." <br /> 11. <br /> Ms. Carter acknowledged she received some compensation,which she believed was due <br /> to her because she worked on the PayStar transactions after hours. She estimated,however,that <br /> at most she made between$200-$500 over the life of the account. <br /> IV. <br /> PROVISIONS OF LAW: <br /> La. R.S. 42:1113A states no public servant, or a member of such a public servant's <br /> immediate family, or a legal entity in which he has a controlling interest shall bid on or enter into <br /> any contract, subcontract or other transaction that is under the supervision or jurisdiction of the <br /> agency of such public servant. <br /> La.
