Ethics Board Docket No. 2023-201 Page 4 of 7 to violations of the Code of Governmental Ethics: Upon a determination that any public employee o other person has violated any provision of any law within the jurisdiction of the Board of Ethics except violations of the Campaign Finance Disclosure Act which shall be governed by Chapter 11 of Title 18 of the Louisiana Revised Statutes of 1950, the Ethics Adjudictory Board may remove, suspend, or order a reduction in pay, or demotion of the public employee or other person, or impose a fine of not more than ten thousand dollards, or both. 4. La. R.S. 42:1155(A) provides the following with respect to civil penalties for illegal gain: If an investigation conducted pursuant to this Part reveals that any public servant or other person has violated any law within the jurisdiction of the Board of Ethics to his eonimic advantage, and after an adjudictatory hearing on the matter, the Ethics Adjudicatory Board may order the payment of penalties. Recovery may include, in addition to an amount equal to such economic advantage, penalties no to exceed one half of the amount of the economic advantage. V. OPINION: It is the opinion of the BOE that Charles Williams d/b/a Forever Williams Photography violated La. R.S. 42:1113A(1)(a) of the Ethics Code by virtue of entering into transactions under the supervision or jurisdiction of his agency, Carroll High School. La. R.S. 42:1113A(1)(a) prohibits Charles Williams d/b/a Forever Williams Photography from entering into any contract or transaction under the supervision of Carroll High SchooL Charles Williams was employed by the Monroe City School Board as a substitute teacher, track coach, and behavior coach at Carroll High School. Between Apri122, 2022 and January 26, 2023, Charles Williams d/b/a Forever Williams Photography entered into nine (9) transactions prohibited transactions with Carroll High School pursuant to La.R.S.42:1113A(1)(a)of the Ethics Code.
