LOUISIANA BOARD OF ETHICS <br /> CONSENT OPINION <br /> BD NO. 2021-346 <br /> RE: IN THE MATTER OF <br /> DR. JAMES GILMORE, JR. <br /> CONSENT OPINION <br /> The Louisiana Board of Ethics(the"Board"),pursuant to the authority contained in La. R.S. <br /> 42:1141, conducted a confidential investigation concerning information that while Dr. James <br /> Gilmore, Jr. served as an appointed member of the Baton Rouge North Economic Development <br /> District (the "District") Board of Directors, he was appointed to the position of Interim Executive <br /> Director for the District in derogation of Section 1113B of the Code of Governmental Ethics (La. <br /> R.S. 42:1101 et seq.) (the "Ethics Code). <br /> On the basis of information obtained during the investigation, and with the concurrence of <br /> Dr. James Gilmore, Jr., the Board now makes the following essential: <br /> I. <br /> PARTIES. <br /> The Parties hereto are: <br /> Dr.James Gilmore,Jr.,a person of the full age of majority,domiciled in the Parish <br /> of East Baton Rouge Parish with a last known address of 12821 Fairwood Court, <br /> Baton Rouge, LA 70816; and, <br /> The Louisiana Board of Ethics,a Louisiana State agency domiciled in East Baton <br /> Rouge Parish whose mailing address is P.O. Box 4368, Baton Rouge, Louisiana <br /> 70821. <br />
