Johnson Drive
Lake Arthur, Louisiana 70549
RE: Docket No. 2022-408
Advisory Opinion
Dear Mr. Zaunbrecher:
The Louisiana Board of Ethics("Board"), at its August 5, 2022 meeting, considered your request
for an advisory opinion as to whether the Code of Governmental Ethics ("Code") would prohibit
you from serving on the Broadmoor Gravity Drainage District ("District") while continuing your
employment with the Louisiana Department of Agriculture and Forestry ("LDAF").
FACTS PROVIDED
You are currently employed as an Agricultural Environmental Specialist for LDAF. You would
like to serve on the District, which is a component unit of the Jefferson Davis Parish Police Jury,
where you would receive a $200.00 stipend for each District meeting attended. Your potential
service on the District is unrelated to your job duties at LDAF and would occur outside of your
normal working hours.
CONCLUSION
The Board concluded, and instructed me to inform you, that based on the facts presented, the Code
does not prohibit you from serving on the District while continuing your employment with LDAF.
Please note that your request may present an issue under the dual-employment provisions, which
are within the jurisdiction of the Attorney General. The Office of the Attorney General may be
contacted at (225) 326-6000.
This advisory opinion is based solely on the facts as set forth herein. Changes to the facts as
presented may result in a different application of the provisions of the Louisiana Code of
Governmental Ethics. The Board issues no opinion as to past conduct or as to laws other than the
Louisiana Code of Governmental Ethics, the Campaign Finance Disclosure Act, the Lobbyist
Disclosure Act, and the conflict of interest provisions contained in the Louisiana Gaming Control
Law. If you have any questions,please contact me at(800) 842-6630 or(225) 219-5600.
Sincerely,
LO SIAN R THICS
David M.
