Carter <br /> 5907 Habeeb Drive <br /> Alexandria, Louisiana 71303 <br /> Re: Docket No. 2025-116 <br /> Advisory Opinion <br /> Dear Mr. Carter: <br /> The Louisiana Board of Ethics, at its meeting on May 2, 2025, considered your request for an <br /> advisory opinion as to whether the Code of Governmental Ethics ("Code") perniits you to accept <br /> employment with DBSysgraph, Inc., a contractor of your foriner employer, the Louisiana Office <br /> of State Fire Marshal, and other departments of the State. <br /> FACTS PROVIDED <br /> In April 2024, you retired from employment with the Louisiana Off`ice of State Fire Marshal <br /> ("SFM") in the Department of Public Safety and Corrections. Prior to your retirement, you served <br /> as the SFM Assistant Chief of Technology in the Special Services and Support Division. You were <br /> a section of one and did not supervise any other positions. As the SFM Assistant Chief of <br /> Teclmology, you performed specialized tasks relative to the SFM's web-based Information <br /> Management System ("IMS"). You provided research and development for the implementation of <br /> new initiatives of the IMS, which were the FD-2, Rescue Trak, and LaBuild components, ensured <br /> proper integration of the new components into the IMS, provided training and technical support <br /> for all IMS users, and served as the SFM Administrator for IMS, Workforce Mapping and <br /> Analysis/Location Intelligence, and PowerDMS, which is the document management system for <br /> the Department of Public Safety. You did not have the authority to approve contracts for the SFM, <br /> but you did work with SFM programming contractars, including DBSysgraph, Inc. ("DBS"), a <br /> software development and consulting firm that developed the SFM's IMS. <br /> DBS currently has contracts with the SFM, the Louisiana Office of State Police, the Louisiana <br /> Departinent of Health and Hospitals, and many goverrunent agencies outside the State of <br /> Louisiana. DBS has offered you the position of Business/Quality Analyst to assist DBS and its <br /> sister technology companies with custom application design and development. In this position, <br /> you will detennine a client's business needs by gathering information and evaluating business <br /> practices. You will also construct workflow charts and diagrams; write project specifications; <br /> identify problems; and vv�•ite improved procedures; define project requireinents by identifying <br /> project milestones, phases, and eleinents; monitor project progress by tracking activity, resolving <br /> problems, and recommending actions; conduct analyses to investigate ongoing or one-time <br /> operational issues; test software applications, train clients, and perform any other duties as <br /> required. <br /> Page 1 of 4 (BD 2025-116) <br /> AN EQUAL OPPORTUN/TY EMPLOYER <br />
