LOUISIANA BOARD OF ETHICS <br /> CONSENT OPINION <br /> BD NO: 2023-201 <br /> RE:IN THE MATTER OF CHARLES WILLIAMS d/b/a FOREVER WILLIAMS PHOTOGRAPHY <br /> The Louisiana Board of Ethics (the "BOE"), pursuant to the authority contained in the <br /> Louisiana Code of Governmental Ethics (the "Ethics Code"), La. R.S. 42:1101, et. seq., and <br /> particularly La. R.S. 42:1141, conducted a confidential investigation concerning information that <br /> Charles Williams d/b/a Forever Williams Photography, may have violated La. R.S. <br /> 42:1113A(1)(a)of the Ethics Code by virtue,while employed with the Monroe City School Board <br /> as a substitute teacher, track coach, and behavior coach at Carroll High School in Monroe from <br /> February 17,2022,until April 13,2023. Mr. Williams was later rehired on August 3, 2023,where <br /> he remained employed until May 24, 2024, who owns a controlling interest in Forever Williams <br /> Photography. <br /> On the basis of information obtained during the investigation, and with the concurrence of <br /> Charles Williams and Forever Williams Photography,the BOE and Charles Williams and Forever <br /> Williams Photography enter into this Consent Opinion as follows: <br /> I. <br /> PARTIES: <br /> The Parties hereto are: <br /> Charles Williams d/b/a Forever Williams Photography, a Louisiana <br /> corporation,with the last known address of 101 Somerset Drive,Monroe,Louisiana <br /> 71251; and <br /> The Louisiana Board of Ethics, an agency of the State of Louisiana, whose <br /> mailing address is P.O. Box 4368, Baton Rouge, Louisiana 70821. <br />
