��� � ���������./ <br /> LOUISIANA BOARD OF ETHICS <br /> CONSENT OPINION <br /> �. _ _.. <br /> - �-.�-' .� �� _�._ BD NO: 2023-1093 <br /> RE: IN THE MATTER OF DAKOTA MCHINNEY <br /> The Louisiana Board of Ethics (the "BOE"), pursuant to the authority contained in the <br /> Louisiana Code of Govenunental Ethics (the "Ethics Code"), La. R.S. 42:1101, et. seq., and <br /> particularly Section 1141 of the Ethics Code, conducted a confidential investigation concerning <br /> information that Dakota McKinney, in his capacity as an employee of the Mangham Police <br /> Department ("MPD"), may have (1) violated Section 1111C(1)(a) of the Ethics Code by virtue of <br /> being paid by Trigger Staffing Inc., a Louisiana corporation, ("Trigger") for off-duty services <br /> related to traffic law enforcement, and (2) violated Section 1113A by virtue of entering into <br /> transactions with Trigger to perform off-duty services that were under the supervision or <br /> jurisdiction of MPD. <br /> On the basis of information obtained during the investigation, and with the concurrence of <br /> Mr. McKinney, the BOE and Mr. McKinney enter into this Consent Opinion as follows: <br /> I. <br /> PARTIES: <br /> The Parties hereto are: <br /> Dakota McKinney, a person of the full age of majority, domiciled in the <br /> Parish of Richland with the last known address of 44 Comeaux Road, <br /> Rayville, Louisiana 71269; and <br /> The Louisiana Board of Ethics, a Louisiana State agency domiciled in <br /> East Baton Rouge Parish whose mailing address is P.O. Box 4368, Baton <br /> Rouge, Louisiana 70821. <br />
