• COMMISSION ON ETHICS FOR PUBLIC EMPLOYEES <br /> DATED: August 13, 1985 <br /> FILED: August 13, 1985 OPINION NO. 84 -167 <br /> RE: Opinion concerning transfer of a "thing of economic <br /> value" to members of coaching staffs of state <br /> colleges and universities. <br /> The Commission is authorized by Section 1161 A of the Code <br /> to receive reports from agency heads concerning matters that may <br /> constitute a violation of the Code of Governmental Ethics and by Section <br /> 1134 (6) of the Code to render opinions with respect to the provisions <br /> of the Code. <br /> The Commission has received reports that members of the <br /> coaching staffs of Louisiana state colleges and universities have <br /> • historically, from time to time, received from alumni and booster <br /> organizations, from "foundations" and from supportive individuals and <br /> businesses things of economic value in the form of money, personalized <br /> articles, automobiles or the use of automobiles, entertainment, travel <br /> and vacations. <br /> Though these things of economic value are given to members <br /> of the coaching staff of these public colleges and universities for a <br /> broad spectrum of reasons and under varying circumstances, it has <br /> been reported to the Commission that these transactions generally occur <br /> against a background of declared support for the particular coach or <br /> other athletic personnel who receives the thing of economic value and is <br /> given, either formally or informally, as a reward, "bonus," "gift" or <br /> testament to the coach or athletic director as a reward for or in <br /> a <br />
