11. <br /> On November 30, 2011, the same day he terminated the three year lease, Mr. Lee <br /> personally purchased the same 2010 Chevrolet Traverse for $11,966.00 from Mansfield Auto <br /> World. The value of the 2010 Chevrolet Traverse at the time of the sale to Mr. Lee was <br /> approximately$21,000.00 according to the national vehicle pricing guide,NADA. <br /> 12. <br /> On November 30, 2011, Mr. Lee, acting on behalf of DPSS, entered into a two-year lease <br /> for a 2012 Buick Enclave with Mansfield Auto World to replace the 2010 Chevrolet Traverse. <br /> 13. <br /> La. R.S. 42:1112A prohibits a public servant from participating in a transaction involving <br /> his governmental entity in which he has a substantial economic interest. <br /> 14. <br /> Based on the foregoing facts, Walter C. Lee violated La. R.S. 42:1112A by virtue of his <br /> participation in the early termination of a DPSS vehicle lease in which he had a substantial <br /> economic interest. <br /> 15. <br /> La. R.S. 42:1115(A)(1)prohibits a public servant from soliciting or accepting, directly or <br /> indirectly, any thing of economic value as a gift or gratuity from any person or from any officer, <br /> director, agent, or employee of such person, if such public servant knows or reasonably should <br /> know that such person has or is seeking to have a contractual, business or financial relationship <br /> with the public servant's agency. <br /> Page 3 of 7 <br />
