Advisory opinion that a Caddo Parish Commissioner would not be prohibited, by the Louisiana Code of Governmental Ethics, from serving as an uncompensated board member for the Camping World Independence Bowl Foundation, Christian Services Program, Minority Supplier Institute, and Goodwill Industries of Northwest Louisiana and also would not be prohibited from participating in transactions as a Commissioner in which the Program or Goodwill has a substantial economic interest, as they are charitable, religious, and/or public service organizations. The Commissioner, however, would need to recuse herself from voting on any matter in which the Foundation or the Institute has a substantial economic interest.

Cawthorne <br /> Caddo Parish Commission, District 6 <br /> 401 Market St, Ste 1010 <br /> Shreveport, LA 71101 <br /> Re: Ethics Board Docket No. 2016-091 <br /> Dear Mr. Cawthorne: <br /> The Louisiana Board of Ethics, at its April 15, 2016 meeting, considered your request for <br /> an advisory opinion regarding whether you, as a member of the Caddo Parish <br /> Commission (Commission), may serve as an uncompensated board member for Camping <br /> World Independence Bowl Foundation (Foundation), Christian Services Program <br /> (Program), Minority Supplier Institute (Institute), and Goodwill Industries of Northwest <br /> Louisiana (Goodwill). If you serve as a board member for these entities, you also <br /> inquired as to whether you would be required to recuse yourself during a vote of the <br /> Commission regarding these entities. You provided the following background <br /> information for consideration in connection with your request: <br /> The Foundation is a non-profit organization that was established for the purpose of <br /> advertising and promoting the annual Independence Bowl football game in Shreveport. <br /> As a member of the Foundation's Board of Directors, you vote on its budget. <br /> Additionally, the Commission has provided funding, through its Economic Development <br /> Fund, to the Foundation for the last several years. <br /> The Program is a non-profit organization that is focused on uplifting the poor by helping <br /> them secure job training, running a soup kitchen, and providing assistance in emergency <br /> situations. You currently serve as President of the Program's Board of Directors. <br /> Additionally, the Commission has provided funding, through its Riverboat Fund, to the <br /> Program for the last several years. <br /> The Institute, an unincorporated subsidiary of the Strategic Action Council, provides <br /> business assistance to minority-owned businesses. While you serve as a board member <br /> for the Institute, you do not vote on its budget. Additionally, the Commission has <br /> provided funding to the Institute in the past. <br /> Finally, Goodwill is a non-profit organization focused on providing job training and <br /> contract services in the local community. As a board member for Goodwill, you vote on <br /> its budget. Additionally, Goodwill has a contract with the Caddo Parish Juvenile <br /> Services to provide job readiness training.
