Advisory opinion that the Louisiana Code of Governmental Ethics requires the appointed board members and their designees of the Shreveport/Caddo Metropolitan Planning Commission to file personal financial disclosure statements pursuant to La. R.S. 42:1124.2.1, since the Shreveport/Caddo Metropolitan Commission has the authority to make binding recommendations to the City or Parish Council on the expenditure, disbursement, or investment of $50,000 or more in funds in a fiscal year.
