17. <br /> Since approximately July 1, 2015, Feliciana J & B Industries, LLC has paid the <br /> employees and laboratories directly for the drug screening services and products provided in <br /> connection with the Drug Court Program. <br /> 18. <br /> If called to testify, Mr. Andrews would state that his involvement with the Drug Court <br /> Program from 2011 through 2012 was with the full consent, approval, and authorization of the <br /> Louisiana Supreme Court, said approval having been obtained by the Chief Judge of the Court <br /> prior to Mr. Andrews' involvement. <br /> 19. <br /> If called to testify, Mr. Andrews would state that, prior to 2011, a local hospital provided <br /> drug screening services for the Drug Court Program. When said hospital abruptly discontinued <br /> these services, there were no other local facilities able to provide this service to the Court. After <br /> consultation with and approval from the then Drug Court Coordinator for the Louisiana Supreme <br /> Court,the Court began using J&B Industries,LLC a local drug testing business that had been in <br /> business since 2006, to perform drug screening services related to the Drug Court Program. <br /> 20. <br /> If called to testify, Mr. Andrews would state that the procedures employed by the Drug <br /> Court Program relative to collection, testing, reporting, invoicing, and payment were established <br /> by the Court and were approved by the Louisiana Supreme Court. During this time, J & B <br /> Industries, LLC performed similar services for a multitude of other entities having no <br /> relationship or connection with the Court. <br /> 4 <br />
