21. <br /> If called to testify, Mr. Andrews would state that after Feliciana J & B Industries, LLC <br /> contracted with the Court effective January 1, 2013, Feliciana J & B Industries, LLC reimbursed <br /> certain costs and expenses J&B Industries, LLC paid on its behalf, including,but not limited to, <br /> payroll, supplies, and laboratory expenses. This, too, was approved and authorized by the Court <br /> and was a means to keep costs of the program stable by maintaining the price points with the <br /> then current vendors. <br /> 22. <br /> If called to testify, Mr. Andrews would state that he enters into this Consent Order to <br /> bring finality to this matter and to avoid expending the time, effort,and resources associated with <br /> contesting the allegations. <br /> 23. <br /> La. R.S. 42:1113A provides that no public servant, member of his immediate family, or <br /> legal entity in which he has a controlling interest shall bid on or enter into any contract, <br /> subcontract, or other transaction that is under the supervision or jurisdiction of his agency. <br /> 24. <br /> La. R.S. 42:1102(19) defines"public servant"as a public employee or an elected official. <br /> 25. <br /> La. R.S. 42:1102(13) defines "immediate family" to include a public servant's children, <br /> the spouses of his children, his brothers and their spouses, his sisters and their spouses, his <br /> parents,his spouse, and the parents of his spouse. <br /> 5 <br />
