LOUISIANA BOARD OF ETHICS <br /> IN THE MATTER OF KURT BECNEL CONSENT ORDER NO:2016-079 <br /> The Louisiana Board of Ethics ("the Board"), in its capacity as the Supervisory <br /> Committee on Campaign Finance Disclosure, after conducting a confidential investigation <br /> pursuant to La. R.S. 18:1511.4, finds the following in regard to Kurt Becnel: <br /> 1. <br /> Kurt Becnel was a successful candidate for Councilman, District 1, Parish of St. John the <br /> Baptist, State of Louisiana, in the October 24,2015 election. <br /> 2. <br /> The office of Councilman, District 1, Parish of St. John the Baptist, State of Louisiana is <br /> an "any other" level office within the meaning of La. R.S. 18:1483(7) and (11). La. R.S. <br /> 18:1484(2) requires each candidate for an "any other" level office to file certain campaign <br /> finance disclosure reports if (a) the candidate makes expenditures in excess of $2,500, or (b) <br /> receives a contribution in excess of$200 in the aggregate during the aggregating period. <br /> 3. <br /> La. R.S. 18:1505.2H prohibits an "any other" level office candidate from receiving a <br /> contribution in excess of$1,000. <br /> 4. <br /> La. R.S. 18:1483(6)(a) defines "contribution" to include a gift, conveyance, payment, or <br /> deposit of money or anything of value, or the forgiveness of a loan or of a debt, made for the <br /> purpose of supporting, opposing, or otherwise influencing the nomination or election of a person <br /> to public office. <br /> Page 1 of 5 <br />
