Ethics Board Docket No. 2021-139 <br /> Page 4 of 11 <br /> 7. <br /> From January 1, 2021 through April 29, 2022, Emergent Method has continuously held <br /> contracts with the City-Parish, including,but not limited to: (1)a Professional Services Agreement <br /> with the Department of Information Services; (2) a Professional Services Agreement with the <br /> Department of Environmental Sciences; (3) a Contract for Professional Services with the Baton <br /> Rouge Metropolitan Airport; and, (4) contracts with the Public Office of Business Operations. <br /> 8. <br /> From January 14,2021 through July 7,2021, after Mr. Gaudet assumed his Metro Council <br /> Office, Emergent Method issued 13 invoices to the City-Parish with regard to the aforementioned <br /> contracts in an amount totaling $139,324.25. From January 19, 2021 through July 9, 2021, the <br /> City-Parish issued checks to Emergent Method in the amount of$143,323.76 in payment of the <br /> invoices. <br /> 9. <br /> Rowdy Gaudet resigned from Emergent Method effective April 29, 2022. <br /> IV. <br /> PROVISIONS OF LAW: <br /> 10. <br /> Section 1111 C(2)(d)of the Ethics Code provides that no public servant and no legal entity <br /> in which the public servant exercises control or owns an interest in excess of twenty-five percent, <br /> shall receive any thing of economic value for or in consideration of services rendered, or to be <br /> rendered,to or for any person during his public service unless such services are neither performed <br /> for nor compensated by any person or from any officer, director, agent, or employee of such <br /> person, if such public servant knows or reasonably should know that such person has or is seeking <br />
