V. <br /> OPINION: <br /> It is the opinion of the BOE that Willie Scott Woods,while serving as an account clerk for <br /> the City of New Roads, violated La. R.S. 42:1111A(1)(a) when he improperly received money <br /> from the accounts for traffic ticket fines for the City of New Roads and the Pointe Coupee Parish <br /> Sheriff's Office, utility deposits and payments for the City of New Roads, and rental fees for the <br /> New Roads Civic Center, which he was not duly entitled to receive, for the performance of his <br /> duties as an employee of the City of New Roads. <br /> It is the opinion of the BOE that Willie Scott Woods, in his capacity as an account clerk <br /> for the City of New Roads, violated La. R.S. 42:1112A by participating in transactions in which <br /> he knowingly had a personal substantial economic interest involving the City of New Roads,when <br /> he improperly received money from the accounts for traffic ticket fines collected for the City of <br /> New Roads and the Pointe Coupee Sheriff's Office,utility deposits and payments collected for the <br /> City of New Roads, and rental fees collected for the New Roads Civil Center. <br /> If this matter proceeded to a public hearing before the Ethics Adjudicatory Board, and the <br /> Ethics Adjudicatory Board found a violation of the Code of Governmental Ethics, the Ethics <br /> Adjudicatory Board could impose a fine of $10,000 for each violation of the Code. In this <br /> particular situation, it is the conclusion of the Board that the interest of the public would be served <br /> by, and the parties have agreed to, resolving this matter amicably through the publication of this <br /> Consent Opinion with the imposition of a civil penalty in the amount of$1,000.00 against Willie <br /> Scott Woods. <br /> Page 5 of 8 <br />
