Mr. Matthews placed more cash on Ms. Boullard's desk and walked out <br /> of the office again. <br /> 7. <br /> In a written statement made to the U.S. Department of Housing and Urban Development <br /> ("HUD") Office of Investigation during its investigation, Ms. Boullard stated that she received <br /> $1,000.00 in cash and $3,000.00 in cash from Mr. Matthews. <br /> 8. <br /> In her interview with the HUD Office of Investigation on March 15, 2022, Ms. Boullard <br /> gave the Special Agents $1,700.00 of the $4,000.00; she confirmed that she still has about <br /> $1,800.00 of it in her bank account. <br />
