LOUISIANA BOARD OF ETHICS <br /> CONSENT OPINION <br /> BD NO. 2023-661 <br /> IN THE MATTER OF <br /> ROBERT MCGARNER <br /> CONSENT OPINION <br /> The Louisiana Board of Ethics(the"Board"),pursuant to the authority contained in La.R.S. <br /> 42:1141, conducted a confidential investigation concerning information that Robert McGarner <br /> assisted Greater Education Opportunities Foundation, Inc. (GEO Foundation) in transactions with <br /> GEO Academies EBR within two years of the termination of his service on the GEO Academies <br /> EBR Charter School Board in derogation of La. R.S 42:1121A. <br /> On the basis of information obtained during the investigation, and with the concurrence of <br /> Robert McGarner, the Board now makes the following essential: <br /> I. <br /> PARTIES <br /> The Parties hereto are: <br /> Robert McGarner, a person of the full age of majority, domiciled in the Parish of <br /> East Baton Rouge with a last known address of 10833 Elaine Drive, Baton Rouge, <br /> LA 70814; and, <br /> The Louisiana Board of Ethics, a Louisiana State agency domiciled in East Baton <br /> Rouge Parish whose mailing address is P.O. Box 4368, Baton Rouge, Louisiana <br /> 70821. <br />
