Ethics Board Docket No. 2023-1093 <br /> Page 3 of 9 <br /> 3. <br /> On August 22, 2023, the Town of Mangham (the "Town") entered into a Service <br /> Agreement (the "Service Agreement") with MetaTraffic, L.L.C., a Louisiana limited liability <br /> company("MetaTraffic"). The Service Agreement stipulated that MetaTraffic would provide the <br /> Town with equipment and software to capture photo evidence of traffic violations within the Town. <br /> 4. <br /> In order to fulfill its obligations under the Service Agreement, MetaTraffic subcontracted <br /> with Trigger through a verbal agreement. Under such verbal agreement, Trigger agreed to hire and <br /> train personnel to operate PSE devices. <br /> 5. <br /> From November 30,2024 through May 27,2024,Mr. McKinney was employed by Trigger <br /> during his off-duty hours. Mr. McKinney's role with Trigger was to operate PSE devices in the <br /> Town. Trigger paid McKinney a total of$9,510 for such services. <br /> 6. <br /> If called to testify, Mr. McKinney would state that: (a) he was made aware of the <br /> opportunity to work for Trigger by the Chief of the MPD; (b) that shortly after McKinney began <br /> working for Trigger, the Chief informed McKinney that he (the Chie fl was going to write a letter <br /> to the BOE advising of the work relationship between McKinney and Trigger; (c)that McKinney <br /> agreed with and supported the Chiefls decision to write the letter writing the letter; (d) that to the <br /> best of McKinney's information and belief, the Chief did in fact write the letter to the BOE; and <br /> (e) that McKinney has no personal knowledge whether or not the letter was received by the BOE. <br />
