Barker, Suzanne Quinlan Mooney, Mallory uillot, Jessica M. Meiners and Charles E. <br /> Reeves, Jr. as the BOE's trial attorneys in this matter with Charles E. beeves, Jr. serving as the <br /> Lead Trial Attorney. <br /> III <br /> ALLEGATIONS <br /> 4* <br /> On November 8, 2022, Brian Phillip Champagne was elected to the office of Council <br /> Member,District 2.P1aquemines Parish, and was coinmissioned on January 1,2023. He has served <br /> in that role continuously since January 1, 2023, and at all times Pertinent herein. <br /> 51 <br /> The Plaquelnines Parish bort, Harbor and Terminal District (the "Port") is a political <br /> subdivision of the State of Louisiana, established by La. R.S. 34:1351. Pursuant to- La. R.S, <br /> 34:13525 the Plaquemines Parish Council (the "Parish Council"") is the governing authority of the <br /> Port. Members of the Parish Council serve as ex-officio commissioners of the Port. Accordingly, <br /> each of the Parish and the Port is the "agency" of Mr. Champagne as defined by La. R.S. <br /> 42:11 02 (avi). <br /> 6, <br /> Madcrc Holdings, LLC, a Loulslwia hJulted liability company("Parent''),is the sole owner <br /> of the following Louisiana limited liability companies.-Madere& Sons Towing, LLC("'Towing"), <br /> Deep South Construction & Salvage, LLC ("ConstructioW'), Deep South Fabrication, LL <br /> "Fabrication" and Madcre & Sons Marine Rental, LLC ("Marline"). Mr. Champagne has <br /> continuously been an employec of Marine since 2016, and at all tunes Pertinent herein. <br />
