Wile Marine is technically the entity that is Mr. <br /> Champagne's employer and issues him his paycheck, Mr. Champagne performs spices for <br /> multiple of Parent's subsidiaries, and compensation for all work perfonned for any such subsidiary <br /> i s p aid through Mane.From 2022 through 2024,Mr. Champ agne earned approximately 3 08,000 <br /> fTom his employment with Marine, <br /> 8. <br /> In January 2022, the Parish, via a cooperative endeavor agreement, ceded service of the <br /> Pointe ' la Hache Ferry (the "PALH I Ferry") to the Port. On January 25, 2023, the Louisiana. <br /> D epartrnent of Transportation and Development condemned a portion of the PALH Ferry. To have <br /> the PALH Ferry repaired, in January 2024, the Port,including Mr. Champagne,-voted to authorize <br /> advertising for bids for repair work. The Pert began advertising for bids on February 6, 2024, and <br /> allowed bids to be submitted bcginning March 5,2024, <br /> 9. <br /> In response to the request for bids, Mr. Champagne performed various services on behalf <br /> of Construction related bid Construction intended to submit to the PALH Ferry project, including <br /> compiling project specifications and arTanVng prof ect bonds with an insuralxce agency. <br /> Construction submitted its bid to the Port on March 55 2024. <br /> 10, <br /> The Port received multiple bids,and there was a discrepancy as to whether certain bids met <br /> the required crite 'a, In discussing this issue among Port administration, Charles Tillotson, the <br /> Port's Executive Director, noted in an email that he asked Mr. Champagne to recuse himself <br /> because he worked for one of the parties who submitted a bid.. <br />
