Agency Tracking Ido«Ρ 2024-288 <br /> Page 4 of <br /> 11. <br /> In the wale of the dispute over bids, the Part ultimately rejected all bids, and re-advertised <br /> for bids, with an e pa.f-.ded scope of work, beginning on April 30, 2024. Mr. Champagne worked <br /> with Construction to develop a-revised laid., and Construction submitted such reprised bid on May <br /> 8, o4. <br /> 12. <br /> On June 13, 2024, the Port, with r. har+npagne recused, voted to approve the laid from <br /> onstruetion,and authorized Mr. Tillotson to enter into a contract with Construction in the amount <br /> of approximately $4.55 million. As of February 28, 2025, the Port has paid Consttuotion. <br /> approximately$2.8 million in connection with the PALH Ferry project. <br /> 1 * <br /> In November 2023!, the Parish advertised for bids to repair Empire Shipyard ("Empire"), a <br /> shipyard owned by the Parish. Construction submitted a brd for the Empire project on December <br /> 12, 2023. Construction was the solo bidder, and was awarded the Shipyard project on April 17, <br /> 2024. Because the funds had previously been approved, the Parish Council in 2023 did not have <br /> to authorize the Parish President to enter the aggeement, <br /> 14+ <br /> Mr. Champagne performed various services for Construction gelated to the Empire project, <br /> including drafting memos, arranging insurance, placing orders, and scheduling delivefies. <br /> 15; <br />
