R.S. 42:1141C(3)(a) and (b); <br />the Ethics Adjudicatory Board has jurisdiction overthis matter pursuant to La. R.S. <br />42:1141C(3)(a) and La. R.S. 42:1141.5; and East Baton Rouge Parish, the domicile of the BOE <br />and Ethics Adjudicatory Board,is the proper venue pursuant to La.
