Agency Wracking No. 2023-417 <br /> Page 5 of 9 <br /> 1 2, <br /> l <br /> At the District's Board Regular Meeting on January 23, 2024, Board member Cole Norris <br /> recused himself from voting on a resolution changing Bank Signature Authority. Mr.Norris filed a <br /> Disclosure recusal Form with the BOE pursuant to La. R.S. 3 9 q:12 3 3.1. <br /> 1 , <br /> Cole Norr'is failed to file annual financial disclosure statements pursuant to La.I .S.42:1114 <br /> covering calendar years 2019, 2020, 202 1, and 2022. <br /> Iv, <br /> PROVISIONS IO OF LAW: <br /> The following provisions of law are implicated by the alleged facts stated herein; <br /> (a)La.I .S. 42**11 I 1 C(2)No public servant and no legal entity in which the <br /> pu is servant exercises control or owns an interest in.excess of twenty-five percent, <br /> shall receive any thing of economic value for or in consideration of services rendered, <br /> or to be rendered,to or for any person during his public service unless such services <br /> are: (d) Neither performed for nor compensated by any person from whom such <br /> public servant would be prohibited by R.S. 42:1115(A)(1) or(B) from receiving a <br /> gift." <br /> (b) La. R.S. 4 M 15A No public servant shall solicit or accept, directly or <br /> indirectly,any thing of economic value as a gift or gratuity from any person or from <br /> any officer,director,agent,or employee of such person,if such public servant knows <br /> or reasonably should know that such person: (1) Has or is seeing to obtain <br /> contractual or otber business or financial relationships with the public servant's <br /> agency. <br /> (c) La.
