9. <br /> In calendar year 2021, Francis Breaux entered into nine (g) transactions with the District <br /> to perform grass cutting services on District property, which resulted in payments totaling <br /> $4,395.00 from the District. <br /> 1o. <br /> Of the payments issued to Francis Breaux in 2021, Priscilla Breaux, as an appointed <br /> member of the District's Board of Commissioners, signed seven(7) checks issued to her husband, <br /> Francis Breaux. <br /> IV. PROVISIONS of LAV <br /> 11. <br /> La. R.S. 42:1112(B)(1): No public servant, except as provided in R.S. 42:1120, shat <br /> participate in a transaction involving the governmental entity in which, to his actual knowledge, <br /> any of the following persons has a substantial economic interest: any member of his immediate <br /> family. <br /> 12. <br /> La. R.S. 42:1113(B): other than a legislator, no appointed member of any board or <br /> commission ... shall bid on or enter into ... any contract, subcontract, or other transaction which is <br /> under the supervision or jurisdiction of the agency of such appointed member. <br /> 13. <br /> La. R.S. 42:1102 provides the following definitions: <br /> (2)(a)(vi) "Agency" for public servants of political subdivisions, shall mean <br /> the agency in which the public servant serves. Public servants of <br /> political subdivisions shall include public employees of <br /> municipalities, parishes, and other political subdivisions. <br />
