Ethics Board Docket No.2022-002 <br /> Page 2 of 8 <br /> H. <br /> JURISDICTION: <br /> 1. <br /> The BOE is an agency of the State of Louisiana domiciled in East Baton Rouge Parish, <br /> Louisiana. <br /> 2. <br /> The BOE is authorized to offer a Consent Opinion to Marla Muse-Morris by virtue of <br /> Section 1141C(3)(f) of the Ethics Code. <br /> III. <br /> FINDINGS OF FACT: <br /> 3. <br /> The East Baton Rouge Redevelopment Authority is a special district created in 2007 <br /> pursuant to Article VI, Section 19, of the Constitution of Louisiana and a political subdivision as <br /> defined in Article VI,Section 44,of the Constitution of Louisiana. It operates under the trade name <br /> Build Baton Rouge ("BBR"). <br /> 4. <br /> On or around February 20, 2018, President and CEO of BBR, Christopher J. Tyson, hired <br /> Marla Muse-Morris ("Ms. Muse-Morris")as BBR Grants Coordinator. The full-time position paid <br /> an annual salary of$55,000 plus benefits. <br /> 5. <br /> On or around October 1, 2018, Ms. Muse-Morris was promoted to Grants Fiscal manager. <br /> Her annual salary increased to$75,000. <br />
