CPSO, and he does not participate on behalf of CPSO in any capacity regarding such contract, <br /> subcontract, other transaction. <br /> Therefore,if Mr.Thompson remains uncompensated for his services to CPSO,then Mr.Thompson <br /> and/or Rock Solid Aviation may contract with CPSO to provide its planes and to train pilots for <br /> CPSO provided Mr. Thompson does not participate on behalf of CPSO in any capacity regarding <br /> such contract, subcontract, other transaction in accordance with La. R.S. 42:1102(15). <br /> Further, if CPSO enters into contracts with other vendors to provide pilot training, Mr. Thompson <br /> and/or Rock Solid Aviation is prohibited from renting planes to those vendors for compensation <br /> while that vendor has a contractual, financial, or business relationship with CPSO. <br /> CONCLUSION <br /> The Board concluded, and instructed me to inform you, that the Code does not prohibit Mr. <br /> Thompson and/or Rock Solid Aviation from entering into a contract with CPSO to provide its <br /> planes and to train pilots for CPSO,provided that Mr. Thompson remains an uncompensated law <br /> enforcement officer, is not an agency head, and does not participate on behalf of CPSO in any <br /> capacity regarding such contract, subcontract, other transaction in accordance with La. R.S. <br /> 42:1102(15). Additionally, Mr. Thompson and Rock Solid Aviation are prohibited from receiving <br /> compensation for the rental of planes to vendors that have contracts with CPSO to train pilots. <br /> Changes to the facts as presented may result in a different application of the provisions of the <br /> Louisiana Code of Governmental Ethics.
