Ethics Board Docket No. 2024-576 BOE DRAFT 1/30/2026 Page 6 of 10 If an investigation conducted pursuant to this Part reveals that any public servant or other person has violated any law within the jurisdiction of the Board of Ethics to his economic advantage, and after an adjudicatory hearing on the matter, the Ethics Adjudicatory Board may order the payment of penalties. Recovery may include, in addition to an amount equal to such economic advantage, penalties not to exceed one half of the amount of the economic advantage. V. OPINION: It is the opinion of the BOE that Allegiance Ag and Turf, LLC violated La. R.S. 42:1117 by virtue of paying Mr. Bradford and Bastrop-Morehouse Publishers Inc. a total of$15,130.00 for weekly advertising space in the Bastrop Morehouse News newspaper,which is a thing of economic value that Mr. Bradford and Bastrop-Morehouse Publishers Inc. were prohibited from receiving by La. R.S. 42:1111 C(2)(d) because at that time Allegiance Ag and Turf, LLC had a business and financial relationship with Mr. Bradford's agency, the City of Bastrop. The City of Bastrop is a political subdivision as defined by La. R.S. 42:1102(17) and a governmental entity as defined by La. R.S. 42:1102(12). The Board of Aldermen is the governing authority of the City of Bastrop as defined by La. R.S. 42:1102(11). As an elected Alderman of the City of Bastrop, Mr. Bradford was an elected official and a public servant as defined by La. R.S. 42:1102(9) and (19), respectively. Mr. Bradford's agency, as defined by La. R.S. 42:1102(a)(vi), was the City of Bastrop. Mr. Bradford serves as President and Director of Bastrop-Morehouse Publishers Inc., which is a person as defined by La. R.S. 42:1102(16). At all times pertinent herein, Bastrop- Morehouse Publishers Inc. is a legal entity in which Mr. Bradford exercises control. The sale of weekly advertising space in the Bastrop Morehouse News newspaper is a service as defined by La. R.S. 42:1102(20.1).
