Ethics Board Docket No. 2023-390 <br /> Page 2 of 9 <br /> II. <br /> JURISDICTION: <br /> 1. <br /> The BOE is an agency of the State of Louisiana domiciled in East Baton Rouge Parish. <br /> 2. <br /> The BOE is authorized to offer a Consent Opinion to Denarold Anderson by virtue of La. <br /> R.S. 42:ll 41 C(3)(� of the Ethics Code. <br /> III. <br /> FINDINGS OF FACT: <br /> 3. <br /> Madeline Jasmine was appointed to serve as a Commissioner with the St. John the Baptist <br /> Parish Housing Authority on March 16, 2021, and served as member of the Board of the St. John <br /> the Baptist Parish Housing Authority at all times pertinent herein. <br /> 4. <br /> Denarold Anderson is the biological son of Madeline Jasmine and her immediate family <br /> member as defined by La. R.S. 42:1102(13). <br /> 5. <br /> Denarold Anderson was approved as a vendor (Section 8 Landlord) with the St. John the <br /> Baptist Housing Authority on December 21, 2022. Denarold Anderson became a vendor of the St. <br /> John the Baptist Housing Authority on December 21, 2022, through the approval of a Housing <br /> Assistance Payment(Section 8) Contract. <br /> 6. <br />
