Ethics Board Docket No. 2024-510 <br /> Page 6 of 9 <br /> 3. <br /> La. R.S. 42:1153B provides the following with respect to penalties: <br /> §1153. Penalties <br /> B. Upon a determination that any public employee or other person has violated any <br /> provision of any law within the jurisdiction of the Board of Ethics except violations <br /> of the Campaign Finance Disclosure Act which shall be governed by Chapter 11 of <br /> Title 18 of the Louisiana Revised Statutes of 1950, the Ethics Adjudicatory Board <br /> may remove, suspend, or order a reduction in pay, or demotion of the public <br /> employee or other person, or impose a fine of not more than ten thousand dollars, <br /> or both. <br /> V. <br /> OPINION: <br /> It is the opinion of the BOE that Adam Coleman and Coleman Culture Basketball LLC, a <br /> legal entity in which Adam Coleman has a controlling interest, violated La. R.S. 42:1113A(1)(a) <br /> by entering into rental agreements with the Calcasieu Parish School Board for the use of Sulphur <br /> High School's facilities, which are under the supervision or jurisdiction of Adam Coleman's <br /> agency, Sulphur High School. <br /> Section 1113A(1)(a)of the Ethics Code prohibits a public servant or a legal entity in which <br /> such public servant has a controlling interest from bidding on or entering into any contract, <br /> subcontract, or other transaction that is under the supervision or jurisdiction of such public <br /> servant's agency. <br /> As an employee of the Calcasieu Parish School Board, Adam Coleman is a public <br /> employee pursuant to La. R.S. 42:1102(18)(a) and a public servant pursuant to La. R.S. <br /> 42:1102(19).As a teacher and coach at Sulphur High School,Adam Coleman's agency is Sulphur <br /> High School pursuant to La. R.S. 42:1102(2)(a)(vi). Adam Coleman has a controlling interest in <br /> Coleman Culture Basketball LLC pursuant to La. R.S. 42:1102(8)because his ownership interest <br />
