Upon a determination that any public employee or other person has violated any provision of any law within the jurisdiction of the Board of Ethics except violations of the Campaign Finance Disclosure Act which shall be governed by Chapter 11 of Title 18 of the Louisiana Revised Statutes of 1950, the Ethics Adjudicatory Board may remove, suspend, or order a reduction in pay, or demotion of the public employee or other person, or impose a fine of not more than ten thousand dollars, or both. V. OPINION: It is the opinion of the BOE that Adam Coleman and Coleman Culture Basketball LLC, a legal entity in which Adam Coleman has a controlling interest, violated La. R.S. 42:1113A(1)(a) by entering into rental agreements with the Calcasieu Parish School Board for the use of Sulphur High School's facilities, which are under the supervision or jurisdiction of Adam Coleman's agency, Sulphur High School. Section 1113A(1)(a)of the Ethics Code prohibits a public servant or a legal entity in which such public servant has a controlling interest from bidding on or entering into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of such public servant's agency. As an employee of the Calcasieu Parish School Board, Adam Coleman is a public employee pursuant to La. R.S. 42:1102(18)(a) and a public servant pursuant to La. R.S. 42:1102(19).As a teacher and coach at Sulphur High School,Adam Coleman's agency is Sulphur High School pursuant to La. R.S. 42:1102(2)(a)(vi).
