Mrs. Autin mails Baja/Just Do It service invoices to the LVFC Treasurer, who prepares and signs the checks along with the LVFC President. From May 14, 2020, to August 7, 2023, LVFC issued 19 checks to BajalJust Do It totaling $16,640.00 for"cut and trim" services at LVFC's six stations. IV. PROVISIONS OF LAW: 1. Section 1113A(1)(a)of the Ethics Code prohibits a public servant,a member of such public servant's immediate family, or a legal entity in which such public servant has a controlling interest from bidding on or entering into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of the agency of such public servant. La. R.S. 42:1113A(1)(a)provides in pertinent part: §1113. A(1)(a)No public servant, excluding any legislator and any appointed member of any board or commission and any member of a governing authority of a parish with a population of ten thousand or less,or member of such a public servant's immediate family, or legal entity in which he has a controlling interest shall bid on or enter into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of the agency of such public servant. 2. The following terms are defined in La. R.S. 42:ll 02 of the Ethics Code and are germane to analyzing the above findings of fact and applicable law: (2)(a) "Agency"means a department, office, division, agency, commission, board, committee, or other organizational unit of a governmental entity. (3) "Agency head" to mean the chief executive or administrative officer of an agency or any member of a board or commission who exercises supervision over the agency.
