Mrs. Autin <br /> mails Baja/Just Do It service invoices to the LVFC Treasurer, who prepares and signs the checks <br /> along with the LVFC President. From May 14, 2020, to August 7, 2023, LVFC issued 19 checks <br /> to BajalJust Do It totaling $16,640.00 for"cut and trim" services at LVFC's six stations. <br /> IV. <br /> PROVISIONS OF LAW: <br /> 1. <br /> Section 1113A(1)(a)of the Ethics Code prohibits a public servant,a member of such public <br /> servant's immediate family, or a legal entity in which such public servant has a controlling interest <br /> from bidding on or entering into any contract, subcontract, or other transaction that is under the <br /> supervision or jurisdiction of the agency of such public servant. La. R.S. 42:1113A(1)(a)provides <br /> in pertinent part: <br /> §1113. <br /> A(1)(a)No public servant, excluding any legislator and any appointed member of <br /> any board or commission and any member of a governing authority of a parish with <br /> a population of ten thousand or less,or member of such a public servant's immediate <br /> family, or legal entity in which he has a controlling interest shall bid on or enter <br /> into any contract, subcontract, or other transaction that is under the supervision or <br /> jurisdiction of the agency of such public servant. <br /> 2. <br /> The following terms are defined in La. R.S. 42:ll 02 of the Ethics Code and are germane <br /> to analyzing the above findings of fact and applicable law: <br /> (2)(a) "Agency"means a department, office, division, agency, commission, board, <br /> committee, or other organizational unit of a governmental entity. <br /> (3) "Agency head" to mean the chief executive or administrative officer of an <br /> agency or any member of a board or commission who exercises supervision over <br /> the agency. <br />
