Ethics Board Docket No. 2022-026 <br /> Page 6 of14 <br /> (g) The University's Human Resources department continued processing and disbursing <br /> the supplemental compensation payments to Mr. Schroth after his promotion without <br /> interruption, under the previously approved compensation structure. These payments were <br /> processed through LSUHSC-NO's formal payroll system, were properly recorded in university <br /> financial records, were transparent, were subject to taxation, and were visible to internal audit <br /> personnel. Dr. Hollier understood these payments to be a continuation of the existing, approved <br /> arrangement. <br /> (h) Dr. Hollier did not personally process or authorize individual payroll payments to Mr. <br /> Schroth. Rather, the University's administrative mechanisms and Human Resources department <br /> executed these payments through the normal payroll process as they had prior to Mr. Schroth's <br /> promotion, maintaining continuity with the compensation structure that had been in place since <br /> 2016 and approved by President Alexander. <br /> (i) At no time did Dr. Hollier attempt to conceal,hide, or structure the compensation <br /> arrangement to avoid oversight or circumvent university policies. The supplemental payments <br /> were fully transparent, processed through normal institutional channels, recorded in university <br /> financial systems, and subject to internal and external audit review. There was no reclassification <br /> of the compensation or any attempt to disguise its nature or purpose. <br /> (j) On May 10, 2021, Dr. Hollier proactively submitted a letter to LSU System Interim <br /> President Thomas Galligan specifically requesting retroactive presidential approval to formally <br /> consolidate and integrate Mr. Schroth's business development duties and associated supplemental <br /> compensation into the Vice Chancellor position. This action was taken to cure any perceived <br /> procedural deficiency and to bring the compensation arrangement into formal compliance with <br /> PM-3's requirements. <br /> ___ _ <br />
