Ethics Board Docket No. 2022-026 <br /> Page 9 of14 <br /> Staffs guidance and the continuation of institutional processes, while reasonable and made in <br /> good faith, did not technically satisfy PM-3's express procedural requirements. <br /> (t) The circumstances of this matter reflect what was, at most, an administrative oversight <br /> shared by multiple University offices and personnel, including Human Resources,the <br /> Chancellor's office, and the Chief of Staff, occurring during a period of organizational transition <br /> and made in the context of institutional complexity regarding the application of PM-3 to <br /> previously approved compensation arrangements. <br /> (u) Dr. Hollier's attempt to obtain retroactive presidential approval through the May 10, <br /> 2021 letter demonstrates his commitment to operating within established institutional <br /> frameworks and his recognition that formal approval processes serve important institutional <br /> purposes. This proactive effort to formalize the arrangement distinguishes this matter from cases <br /> involving willful circumvention of oversight or intentional policy violations. <br /> (v) Dr. Hollier has fully cooperated with the Board's investigation, has been forthcoming <br /> with information and documentation, acknowledges the technical nature of the procedural <br /> violation, and recognizes that proper adherence to compensation approval procedures is essential <br /> to institutional integrity and public accountability, even when all parties are operating in good <br /> faith belief that existing approvals and institutional guidance are sufficient. <br /> IV. PROVISIONS OF LAW <br /> 14. <br /> La.
