His actions throughout were based on <br /> his good-faith understanding that the continuation of previously approved compensation for <br /> continued performance of previously approved duties was permissible, particularly in light of the <br /> guidance provided by the Chief of Staff and the established practice within the institution. <br /> (p) The supplemental compensation payments caused no financial loss, waste of public <br /> resources, overpayment, double payment, or reputational damage to LSU, LSUHSC-NO, or the <br /> public. The compensation was commensurate with the business development services performed <br /> by Mr. Schroth and reflected the previously approved rate for those services. LSUHSGNO <br /> received full value for the compensation provided. <br /> (q) All compensation provided to Mr. Schroth was transparent to university <br /> administrators, properly processed through institutional payroll systems, appropriately recorded <br /> in university financial records, fully subject to taxation, disclosed in required financial reports, <br /> and available for review by internal and external auditors. The arrangement was conducted <br /> openly within the university's established administrative frameworks. <br /> (r) Any technical violation of PM-3 resulted from a procedural oversight during an <br /> organizational transition, made in good faith reliance upon guidance from senior administrative <br /> officials within the LSU System, rather than from any intentional misconduct, willful disregard <br /> for policy, concealment, or attempt to provide unauthorized benefits to Mr. Schroth. <br /> (s) Dr. Hollier acknowledges that the formal requirements of PM-3 technically required <br /> renewed presidential approval for executive-level employees receiving additional compensation, <br /> even when that compensation represented continuation of previously approved payments for <br /> previously approved duties.
