Ethics Board Docket No. 2024-188 <br /> Page 2 of 10 <br /> II. <br /> JURISDICTION: <br /> 1. <br /> The BOE is an agency of the State of Louisiana domiciled in East Baton Rouge Parish, <br /> Louisiana. <br /> 2. <br /> The BOE is authorized to offer a Consent Opinion to Mr. McInnis by virtue of Section <br /> 1141C(3)(� of the Ethics Code. <br /> III. <br /> FINDINGS OF FACT: <br /> 1. <br /> Mr. McInnis was elected Parish President for St. Bernard Parish, Louisiana(the"Parish"), <br /> on November 21, 2015, was re-elected Parish President of the Parish, on October 12, 2019, and <br /> continuously served as Parish President from January 11, 2016 through January 8, 2024. The <br /> Parish is the"agency"of Mr. McInnis as defined by La. R.S. 42:1102(2)(a)(vi). Further, as Parish <br /> President for the Parish, Mr. McInnis is an "agency head" for the Parish as defined by La. R.S. <br /> 42:1102(3). <br /> 2. <br /> In February 2023, Mr. McInnis returned his Parish-owned vehicle to the Parish, and <br /> requested that he receive a vehicle stipend instead of utilizing a Parish-owned vehicle. From <br /> February 2023 through December 2023, Mr. McInnis received, as approved by Parish <br /> administrators, $1,600 per month as a vehicle stipend. <br />
