Ethics Board Docket No. 2024-188 <br /> Page 3 of 10 <br /> 3. <br /> Mr.McInnis received a vehicle stipend check dated December 7,2023,which was invoiced <br /> by the Parish as covering the month of December 2023.Mr. McInnis left office on January 8,2024, <br /> but received a vehicle stipend check dated January 3, 2024,which was also invoiced by the Parish <br /> as covering the month of December 2023. Accordingly, Mr. McInnis received two payrnents for <br /> his vehicle stipend for the month of December 2023. <br /> 4. <br /> Principal is an engineering firm in Covington, Louisiana. It has had multiple contracts with <br /> the Parish since 2009. Principal is operated by Henry DiFranco, the owner/president. <br /> 5. <br /> Principal sent Mr. McInnis an email on March 14, 2023 offering Mr. McInnis full-time <br /> employment. The offer included a proposed salary and the use of a company vehicle. Mr. McInnis <br /> replied to that email and stated he would call Mr. DiFranco. Mr. McInnis went to Principal's <br /> offices to discuss the proposition on at least one occasion. Principal had further discussions with <br /> Mr. McInnis and increased the proposed salary figure for Mr. McInnis's prospective employment <br /> 6. <br /> On May 23, 2023, Mr. McInnis signed a Professional Services Agreement on behalf of the <br /> Parish for a contract between the Parish and Principal related to a Parish Fire Station. <br /> 7. <br /> On October 23, 2023,Mr. McInnis signed preliminary paperwork with Principal regarding <br /> his employrnent with Principal to begin after his term as Parish President terminated. <br />
